HRBT westbound reopens early, repaving work complete

NORFOLK/HAMPTON, Va. (WAVY) — The Hampton Roads Bridge-Tunnel reopened westbound toward Hampton around 3 a.m. on Oct. 11, after the completion of repaving work in the westbound tunnel, according to the Virginia Department of Transportation (VDOT).
